Equal-weighted, rebalanced weekly: hold every currently-qualifying stock, drop it when it falls below 10.0, replace with whatever newly qualifies. Real simulation, real prices, no transaction costs modeled. Each disclosed Congress trade only counts once it would have actually been publicly knowable (its real STOCK Act disclosure date, or a conservative 45-day assumption when that's missing/implausible) -- not the moment the trade itself happened.
